Personally, I usually prefer 30 frames per second for story driven games but the demand for quick reflexes and precise shooting in MGSV makes the smoother frame rate more than welcome. As for traffic, maybe one or two less cars on the road than the PS1 version to reduce slowdown. Since the Genesis has a higher resolution than the GBC, it would display more of the screen but less than the PS1/PC versions that I believe are 640x480 so probably the HUD would be smaller and the phone text during the missions might have to be split up for readablility reasons. It would probably be in between the GBC version and the PS1 version in terms of capability. If it is the former, from the looks of things GTA1 doesn't really feel like a PS1 game with probably the redbook audio, more buttons, larger palette, FMV (I think GTA1 did have FMV for cutscenes) and the scaling being the only big things that the Genesis doesn't have (well the scaling could be done software scaling or lots of ROM space but the maps are quite big and there is the 6 button controller).
